John Gilmore MD

John Gilmore, MD

Dr. Gilmore is the Thad and Alice Eure Distinguished Professor and vice chair for Research and Scientific Affairs in the Department of Psychiatry at the UNC-Chapel Hill School of Medicine. Dr. Gilmore started the Schizophrenia Trea
tment and Evaluation Program (STEP) in 1992.  He also is a founder and the director  of the UNC Center for Excellence in Community Mental Health and is active in the care of patients with schizophrenia and other psychotic disorders.  Dr. Gilmore’s research focuses on brain development and risk for schizophrenia, using magnetic resonance imaging to study early brain development in normal and high risk children, as well as in twins.

 He is  a past president of the North Carolina Psychiatric Association.

Thava Mahadevan, MS
Director of Operations

Mr. Mahadevan is director of operations at the UNC Center for Excellence in Community Mental Health and clinical instructor in the UNC Department of Psychiatry. He is the founder and former executive director of XDS, Inc., a nonprofit organization that provides comprehensive care and services to individuals with persistent mental illness and co-occurring additive and intellectual disabilities, which merged with the Center in 2011. With more than 20 years of experience working in mental health organizations that serve individuals with severe mental illness, Mahadevan has extensive knowledge in designing and implementing innovative treatment programs. He has held program management positions at John Umstead Hospital and Orange, Person, Chatham Mental Health Center. Trained in rehabilitation counseling, he received a master’s degree from UNC Chapel Hill.



Carol VanderZwaag MD 2017

Carol J. Vanderzwagg, MD
Medical Director, Community Services

Dr. VanderZwaag is a clinical professor of psychiatry in the UNC Department of Psychiatry and associate medical director for community programs at the UNC Center for Excellence. Her prior positions include serving as the medical director of the Psychiatric Rehabilitation Unit at John Umstead Hospital in Butner, N.C., the Assertive Community Treatment Team psychiatrist for the Cross Disabilities Services program at Orange, Person and Chatham Area Program in Chapel Hill and the medical director of XDS, Inc. a non-profit agency providing community-based mental health services in Orange, Person, Chatham, Durham and Alamance counties. She has extensive experience in in-home and community based care for the treatment of schizophrenia, bipolar disorder and dual disorders (both co-occurring mental illness and substance abuse and co-occurring mental illness and developmental disability). She is a graduate of Mount Sinai School of Medicine and completed her psychiatric residency at New York Hospital-Payne Whitney Clinic before moving to North Carolina to complete a fellowship in child and adolescent psychiatry at Duke University.

Ms. Rossi is director of quality management for the UNC Center for Excellence in Community Mental Health. Rossi has more than 20 years of experience working with individuals with persistent mental illness and intellectual and developmental disabilities (I/DD) in a clinical capacity as well as administrative roles. She served as quality management coordinator for XDS, Inc., a nonprofit organization that provided comprehensive care and services to individuals with persistent mental illness before merging with the Center in 2011. Prior to that, she was employed by OPC Area Program (the previous LME) as a case manager and Single Portal Coordinator.   Her current scope of work includes ensuring compliance with state and local standards as well as maintaining the Center’s national accreditation through CARF International and providing technical support to the various programs in the Center. She is a graduate of UNC-Chapel Hill with a degree in psychology

Alice Lockhart, BA
Director of Communications


Ms. Lockhart serves as director of communications and manager of the North Carolina Medical Directors' Network Program. She brings more than 20 years of health care marketing and communications experience to the Center. Most recently, she was a marketing communications consultant and was director of marketing and communications in the Department of Ophthalmology in the Duke Medical System. At Duke she directed the marketing communications  for 10 Duke Eye Center locations in North Carolina and Virginia, managed media relations and internal and external communications,Clinical and Research Web sites and was editor of VISION magazine. She also served as managing editor of the North Carolina Dental Review for nearly 10 years. Lockhart is a UNC-Chapel Hill graduate and  joined the Center in 2011.

Ed Binanay

Edward Binanay
Director,  Outreach and Community Relations

Edward Binanay is the director of development for the UNC Center for Excellence in Community Mental Health. Mr. Binanay brings more than 30 years of considerable financial, corporate, small business and non-profit healthcare business expertise to this role. After many years in sales and marketing with a large healthcare organization, he started a business, which provided a dynamic venue for community engagement in a variety of local causes.   He served on the  Family Health Ministry Board of Directors is past chairman of the Durham Performing Arts Center (DPAC) oversight committee.  After his son was diagnosed with mental illness in 2009, he became passionate in his advocacy efforts to share a vision of hope for family members dealing with the challenges of accessing quality care to help loved ones achieve their recovery goals. Mr. Binanay will focus on developing long term strategic sustainability plans and fund raising goals for the Center.

He completed the Non-Profit Certificate Training program at Duke University.
