New Parking Policy Effective 08/15/2007
The Chairman and the Director of Research Administration's permits are assigned first.
Tenured and Tenure-track faculty receive preference in the parking registration permit process and are allowed to select a parking designation from all remaining available permits. Assignments are then based solely on total state service. The staff will then be eligible to select from the remaining available permits, which will also be assigned solely by total state service.
In terms of parking assignments, no distinction is made between research faculty (EPA fixed-term) and SPA staff. Thus the total state service rule will apply.
Post docs will continue to receive their permits through the Department of Public Safety and not via their home departments. Permits are drawn from a lottery and then assigned strictly by total state service. If no assignment is made, you can elect to be placed on a waiting list.
Graduate students will continue to be eligible to participate in the campus-wide lottery. These permits are assigned directly from the Department of Public Safety. Again, if no assignment is made, you can elect to be placed on a waiting list.
Full-time employees, Post docs and students that DO NOT possess an on campus parking assignment are eligible and encouraged to apply for a CAP permit (Commuters Alternatives Program), which will allow you to park in designated Park-n-Ride lots surrounding the Carrboro/Chapel Hill areas. Please note, however, that a special CAP permit is required for the BIBLE CHURCH PARK AND RIDE lot located on 15-501. These permits are reserved for those living northeast of Chapel Hill (address will be verified) in the Durham area and are assigned by total state service as the spaces are limited.
There are multiple benefits to receiving a CAP permit. I would encourage you to review this program at the link below. Further, those possessing a CAP permit are allowed to park FREE OF CHARGE after hours, weekends and holidays in the Health Affairs Dogwood Deck across from the UNC Hospitals. Parking is restricted to the upper floors (4th & 5th levels only).

“After Hours” permits are still available to those not receiving an on campus permit assignment. However, there are multiple benefits associated with CAP permits that are not with the regular “After Hours” permits. Thus everyone is encouraged to consider the CAP permits first. Both are FREE and allow you to park after hours on the 4th and 5th floors of the Dogwood Deck.
Chapel Hill Transit is fare-free.
