He has provided technical assistance to HIV and STI control programs in over fifteen countries in Africa, Asia and the Caribbean. He is the Director of International Operations for the IGHID and oversees the growth of the academic centers in Malawi, Zambia, Nicaragua, Vietnam and China. He was one of the founders of UNC Project Malawi and for the past 25 years, since its inception, he has been the international director of the UNC Project in Lilongwe. Hoffman is an author of over 235 peer-reviewed publications. He was a key investigator in HPTN 052 that proved the power of HIV treatment as prevention; he led the team in Malawi that tested the first effective pediatric malaria vaccine, RTSS.
