And we just had to stand up systems really quickly,\u201d he told <a href=\"https:\/\/www.northcarolinahealthnews.org\/2021\/01\/15\/providers-health-directors-push-back-on-complaints-of-slow-vaccine-rollout\/\">North Carolina Health News<\/a>.<\/p>\n<p>He also said he believed North Carolina has been penalized because the state followed federal rules and guidelines about getting the vaccines out, whereas other states did their own thing.<\/p>\n<p>\u201cWe\u2019ve been following the phased approach.
