John Gilmore, MD

John Gilmore, MD
Director and Medical Director

Dr. Gilmore is the Thad and Alice Eure Distinguished Professor and vice chair for Research and Scientific Affairs in the Department of Psychiatry at the UNC-Chapel Hill School of Medicine. Dr. Gilmore started the Schizophrenia Treatment and Evaluation Program (STEP) in 1992. He is director of the UNC Schizophrenia Research Center and serves as principal investigator of several grants from the National Institute of Mental Health and the National Institute of Child Health and Human Development. He is medical director of the UNC STEP Community Clinic -Wake in Wake County.

He is also a past president of the North Carolina Psychiatric Association.




Thava Mahadevan, MS
Director of Operations

Mr. Mahadevan is director of operations at the UNC Center for Excellence in Community Mental Health and clinical instructor in the UNC Department of Psychiatry. He is the founder and former executive director of XDS, Inc., a nonprofit organization that provides comprehensive care and services to individuals with persistent mental illness and co-occurring additive and intellectual disabilities, which merged with the Center in 2011. With more than 20 years of experience working in mental health organizations that serve individuals with severe mental illness, Mahadevan has extensive knowledge in designing and implementing innovative treatment programs. He has held program management positions at John Umstead Hospital and Orange, Person, Chatham Mental Health Center. Trained in rehabilitation counseling, he received a master’s degree from UNC Chapel Hill.




Carol J. Vanderzwagg, MD
Medical Director, Community Services

Dr. VanderZwaag is a clinical professor of psychiatry in the UNC Department of Psychiatry and associate medical director for community programs at the UNC Center for Excellence. Her prior positions include serving as the medical director of the Psychiatric Rehabilitation Unit at John Umstead Hospital in Butner, N.C., the Assertive Community Treatment Team psychiatrist for the Cross Disabilities Services program at Orange, Person and Chatham Area Program in Chapel Hill and the medical director of XDS, Inc. a non-profit agency providing community-based mental health services in Orange, Person, Chatham, Durham and Alamance counties. She has extensive experience in in-home and community based care for the treatment of schizophrenia, bipolar disorder and dual disorders (both co-occurring mental illness and substance abuse and co-occurring mental illness and developmental disability). She is a graduate of Mount Sinai School of Medicine and completed her psychiatric residency at New York Hospital-Payne Whitney Clinic before moving to North Carolina to complete a fellowship in child and adolescent psychiatry at Duke University.

Elizabeth Rossi, BA

Ms. Rossi is director of quality management for the UNC Center for Excellence in Community Mental Health. Rossi has more than 20 years of experience working with individuals with persistent mental illness and intellectual and developmental disabilities (I/DD) in a clinical capacity as well as administrative roles. She served as quality management coordinator for XDS, Inc., a nonprofit organization that provided comprehensive care and services to individuals with persistent mental illness before merging with the Center in 2011. Prior to that, she was employed by OPC Area Program (the previous LME) as a case manager and Single Portal Coordinator.   Her current scope of work includes ensuring compliance with state and local standards as well as maintaining the Center’s national accreditation through CARF International and providing technical support to the various programs in the Center. She is a graduate of UNC-Chapel Hill with a degree in psychology

Leah Pribec

Leah  Pribac
Business Officer

Leah Pribac, BBA, joined the Center as the business officer in 2014.  She brings more than 20 years of business administration experience, including accounting, operations and human resources management in nonprofit organizations.  At the Center, she oversees financial administration. Pribac holds a degree in accounting and human resources.

Alice Lockhart, BA
Director of Communications


Ms. Lockhart serves as director of communications and manager of the North Carolina Medical Directors' Network Program. She brings more than 20 years of health care marketing and communications experience to the Center. Most recently, she was a marketing communications consultant and was director of marketing and communications in the Department of Ophthalmology in the Duke Medical System. At Duke she directed the marketing communications  for 10 Duke Eye Center locations in North Carolina and Virginia, managed media relations and internal and external communications,Clinical and Research Web sites and was editor of VISION magazine. Lockhart is a UNC-Chapel Hill graduate. She joined the Center in 2011.

Ed Binanay

Edward Binanay
Director,  Outreach and Community Relations

Mr. Binanay joined the Center as director of outreach and community relations in April 2014. He will focus on fundraising and program development. Binanay brings more than 30 years of business development experience in non-profits as well as the business sector.
