About
Dr. Rachel Carter is a dual-boarded Family and Emergency Physician in the United States Navy. She is also an Assistant Professor for the Uniformed Services University of Health Sciences. She completed her dual residency at Christiana Care in Wilmington, Delaware, where she used her elective time to earn her Registered Diagnostic Medical Sonographer (RDMS) Abdomen credential.
At her first duty station, NMRTC Jacksonville from 2017 – 2020, she started the POCUS program for the Family Medicine Residency and was its first director. She continued to use POCUS while serving aboard the USS WASP, training her staff in its use and using it to manage patients during the COVID pandemic. She returned to academics in 2022 and taught residents and medical students POCUS regularly as part of the Emergency Medicine Residency Faculty at NMRTC Portsmouth. She is currently a Sports Medicine Fellow at NMRTC Camp Lejeune, where she is working on her RMSK during her training. She is also assisting in expanding the POCUS program at the Family Medicine Residency, where she works with a core group of residents and faculty, developing their curriculum and providing monthly lectures and hands-on sessions on individual POCUS applications.
She is interested in learning as much as she can about POCUS to improve patient care and teaching learners of all varieties about using it effectively.
