• Is the request strategic?

• Does the request add new/unique technology or workflow?
• Does the request develop a multi-core pipeline?
• Would this new equipment or method be on the leading/cutting edge of your field?
• Does this request pilot a new method that is currently unfunded?
• Does this request further strategic objectives for your core or multi-core pipeline?

• Is there a strong customer base?
• Is there a commitment of matching funds?
• Is the core compliant (current planning survey and rates?)
• Are letters of support specific and convincing?
