After completing a Subrecipient vs Consultant analysis for your project, and you have determined that the Consultant relationship is the most appropriate.

Consideration must be given to compliance of both UNC-CH and NIH rules and regulations.

UNC-CH requires the following consideration when a consultant works at another institution of higher education.

  • IF: the consultant chooses to use their own institutional letterhead and / or institutional email address.
  • THEN: a Consultant Certification Statement is required. This document states, the individual may serve as a consultant on the project and has approval to use institutional resources such as institutional letterhead and / or institutional email address in performing their assigned scope of work. This engagement does not constitute itself as a subrecipient relationship. The document is to be signed by an Authorized Organization Representative.

RAMSeS requirement.

  • IF: the consultant is named in the application.
  • THEN: the consultant must be added into the Personnel section of the IPF as non-UNC personnel.
    • NOTES:
      • This information will be used to by the Conflict of Interest team
      • Confirm the Consultant Certification Statement is attached in RAMSeS if the .edu email address is used.

NIH requirement.

  • IF: the consultant is named in the application.
  • THEN: a Consultant Letter of Support must be added into the application.
    • NOTES:
      • The letters should include rate/charge for consulting services and level of effort / number of hours per budget period anticipated. In addition, letters ensuring access to core facilities and resources should stipulate whether access will be provided as a fee-for-service.
      • Confirm the Consultant Certification Statement is attached in RAMSeS if the Consultant Letter of Support is on Institutional Letterhead and / or .edu email address is used.
